I have been engaged in chemical production, technology and safety management for a long time. I am currently working in China Chemical Safety Association. Recently, following the national chemical industry investigation group to Jinan, Zibo and Weifang, Shandong Province, five chemical parks and 10 enterprises were selected and 71 hidden dangers were found, 17 of which were major hidden dangers. Based on many years of experience, I found that these hidden dangers are common in the national chemical enterprises, reflecting the common safety problems in the chemical industry.

Lack of professionals has become a concern for the safety development of chemical industry. The quality of safety management personnel in many enterprises is difficult to meet the needs of the rapid development of the chemical industry, some even think that their work is to 'do data' to cope with all levels of inspection; many workers are 'put down the hoe to become industrial workers' farmers, do not have professional knowledge, enterprises do not carry out safety training. Some fine chemical enterprises have built automated control systems to cope with inspection, but in fact they have not been put into use at all.

Poor professional quality of personnel has become a common phenomenon

Some places do not attach importance to the work of safety in production, which project has a good market and a high rate of return, which exacerbates the shortage of professionals. Some major investors do not understand the safety risks of the chemical industry, only seek to maximize profits, implement the production and operation mode of 'three shifts, three shifts' and have no time to carry out safety education and training for workers. Many workers are not aware of the safety risks in their positions and the emergency measures for dealing with accidents.

Long-term inspection and research in enterprises, I found that many enterprises'safety management personnel neither participate in the preparation of intermediary agencies' reports on enterprise safety evaluation, safety facilities design diagnosis, nor carefully read them. For example, the safety evaluation report of an enterprise does not identify the diazotization process involved in the key supervision in the production of the enterprise, and the safety managers are not clear about the dangerous chemical processes involved in the key supervision in the enterprise. Therefore, no one in the enterprise has obtained the corresponding operation certificate according to the Regulations on Safety Technology Training and Assessment Management for Special Operators, thus forming the hidden danger of major production safety accidents. Some enterprise managers and safety managers don't even know that the falling of floating pan of inner floating roof storage tank is a major potential safety hazard.

In the daily safety management, some enterprises implement meetings with meetings to implement documents, forming the phenomenon of 'two sheets of skin' in which 'documents and materials are piled up in the file cabinet and hidden dangers are piled up on the production site'.

Low level of equipment and facilities management leads to weak foundation of safe production

Safety production in enterprises is a systematic project, and the low level of equipment, facilities and process management directly leads to the weak foundation of safety production in enterprises.

The reality is that the enterprise has a huge daily production, and the equipment and facilities running in such a state are in great loss and risk, which results in a large workload of equipment maintenance and replacement. Because inspection and maintenance affect production progress, some enterprises almost do not maintain equipment and facilities in order not to delay production.

Some fine chemical enterprises have built automated control systems to cope with inspection, but in fact they have not been put into use at all. On the one hand, there is no professional training for employees, on the other hand, the selection of control valves is unreasonable, resulting in automation control is not as stable as all manual control.

Some enterprises have very simple operation rules, which only stipulate several operation steps, and do not contain information such as process technology, chemical hazards, equipment and facilities. Especially some fine chemical enterprises use codes to represent materials on the grounds of technical confidentiality. Operators do not know what materials are, so they can not understand the nature of materials and deal with abnormal situations in time. Become empty talk. What's more, the nitrogen in the displacement reactor is totally sensory without any analysis. Some enterprises in order to cope with inspection, the safety valve root valve is all open, but in the safety valve outlet pipeline at a distance to set up a valve, the valve closed. This deliberate refusal to use safety facilities is contrary to the Safety Production Law.

In addition, I found that the contradiction between safety and production was prominent when I made an open and secret investigation. In order to control VOCs, some enterprises introduce VOCs-containing process exhaust gas into regenerative incinerator for lack of torch system or operating pressure is atmospheric pressure. In normal production, it is necessary to introduce a large amount of air, so that VOCs can not reach the explosion limit. However, enterprises do not consider abnormal conditions, such as safety valve take-off, blasting disc action, a large number of organic materials into the regenerative incinerator, may reach the explosion limit.

In the production process, there are hidden dangers or major hidden dangers of enterprises, do not occur safety production accidents are only temporary.

Employment should have a long-term plan to cultivate talents who play an independent role

Employment in enterprises needs a long-term plan. Employees should not only be regarded as a tool to create benefits, but also be regarded as the basis for survival and development of enterprises. Employees should be trained in flexible and diverse ways on the basis of respecting and treating employees well.

Because each enterprise has different technology sources and processes, it needs targeted training in safety management, safety skills, process principles, process operation, equipment structure, chemical characteristics and hazard identification, so that employees can truly understand the characteristics of the chemical industry, understand job risks, master emergency skills, and have the ability to eliminate various potential safety hazards in time. Although university graduates with professional counterparts have no relevant work experience, if they have long-term development plan, they should create conditions for recruiting and training university graduates in the working environment, management level, salary, career planning, etc.

'Enterprise' originally means 'stop' without 'person'. Only when the investor or or the principal person in charge of the enterprise fully realizes the importance of professional talents for the safe development of the enterprise, can it respect, train, use and retain talents. Only when all levels and positions have their own talents, can the enterprise operate 'safely, steadily, long, full and excellent'.
